Cloud City is ruled by three political entities: the Baron Administrator, the Parliament of Guilds, and the Exex.

Similar to the Direx Board of the Corporate Sector, the Exex represent the most wealthy and/or influential business leaders in Cloud City's economy. Preference is given to corporations whose headquarters is located on Cloud City, though in recent years that has been expanded to encompass a number of important multistellar corporations who have significant investments in Cloud City and the Greater Javin.

Following the Treaty of 10 ABY, the Galactic Empire was separated from the Corporate Sector by the new border and Alliance of Free Planets space. In an effort to rebuild the economy, Moff Ceto Rübezahl began an initiative to build a "new" Corporate Sector within the Greater Javin, choosing Cloud City as the hub for that endeavour. As the number of corporations investing in Cloud City and the Greater Javin grew, the Exex became somewhat synonymous with the leadership of the Greater Javin Corporate Authority, though membership of the Exex was considered a somewhat more exclusive status.
